‘Early leaving from education and training’ (ELET) refers to students leaving education and training before completing the upper secondary level or obtaining the corresponding school leaving certificate. This broad definition encompasses the young people who, according to their own country’s definition, are considered to be early leavers.

A dilemma for inclusive education is one of quantity vs. quality. Is it more important to improve the quality of education for those students currently in school or to use resources to expand the number benefitting from education? From a human-rights perspective, there is no question that continuing to exclude some children from education, or from the regular education system, is discrimination and needs immediate rectification.

I often use a story to illustrate this last point.

Cultural field trip of school groups in the Medieval city of Rodos. ICON Greece organised tours by using smart phones for the navigation around the city. Students liked the tour because it was not a boring tour according to their evaluation afterwards. Students were able to move around and to follow their own route of exploration.
